Do you need a dark store? How to read the signs before your customers do

Customers in the UAE now expect everyday essentials to arrive within minutes. Amazon Now delivers across the country in 15 minutes and says some of its locations manage it in as little as 6, so a business that needs an hour or two to dispatch the same order is already falling behind.

The need for a dark store rarely announces itself in a single moment. The signals build gradually from rising online orders and longer delivery times to pickers crowding shoppers in the aisles, and the businesses that act on them early are the ones that secure the strongest locations.

The UAE market has already moved

Talabat’s grocery and retail arm grew 47% in 2025 to USD 2.77 billion in order value, and around 211 dark stores now operate across the Emirates, 99 of them in Dubai. Demand is keeping pace, as Redseer puts the online share of UAE grocery sales at 12%, more than double Saudi Arabia’s 5%, and reports that the share of users buying on impulse through quick delivery climbed from 36% to 42% since 2024.

Sign one: store picking has reached its limit

Most businesses begin online fulfilment by picking orders from existing shelves, a method that works well until volume outgrows it. McKinsey estimates that in store picking tops out at roughly 800 to 1,000 online orders a week, while a dedicated dark store handles 2,400 to 3,000. Manual picking alone costs around USD 8 to 10 per order on a 30-item basket, and once pickers start competing with shoppers for aisle space, the store is running two operations from one floor and serving neither channel well.

Moving those orders into a dedicated facility is where Urban Fulfilment’s setup work begins. Each candidate unit is assessed for space and power as well as parking and proximity, and the team then delivers a turnkey fit out, with MEP works and the procurement of fixtures and equipment managed under one plan, taking the store from brief to go live on time and on budget.

Sign two: customers expect delivery in minutes

Across the GCC, deliveries promised within 11 to 30 minutes already account for about 56% of quick commerce, according to Mordor Intelligence, and the under 10-minute segment is growing rapidly at more than 22% a year. A central warehouse on the edge of the city, however efficient, cannot match a competitor stocking the same product a few streets from the customer. Kroger learned the cost of distance in November 2025, when it closed three large automated fulfilment centers in the US and absorbed USD 2.6 billion in charges, partly because the sites were too far from enough customers.

Speed also depends on a store that never goes offline, since a single cold room failure during peak hours can halt deliveries across an entire catchment. Urban Fulfilment’s facility management keeps each site running with preventive and on demand maintenance backed by 24/7 support, covering everything from HVAC and cold rooms to security and IT, and in 2025 the company secured its largest facilities management contract to date with a leading regional marketplace.

Sign three: orders cluster in specific areas

A heat map of recent orders shows whether demand is spread thinly or concentrated around areas such as JLT or Business Bay, and concentration is what makes the model pay. Redseer calculates that a GCC dark store breaks even at around 1,000 orders a day and can reach a 5 to 6% EBITDA margin once mature, which means the tighter orders cluster, the sooner a dark store pays for itself.

Urban Fulfilment’s real estate team turns that heat map into an address, identifying high potential properties in dense city areas and matching each one to real order demand through location strategy and market intelligence. It then handles acquisition and lease negotiation, while its developer and landlord partnerships, including a 2025 agreement with a leading retail and real estate group, give clients access to prime locations close to their customers.

When is the right time to move?

Moving too early carries real risks of its own. Getir expanded into several countries at once and saw its valuation fall from USD 12 billion to USD 2.5 billion before leaving Europe and the US in April 2024, while Amsterdam, after recording 2,113 resident complaints in a single year, restricted dark stores to industrial estates. In both cases, capacity arrived before the demand, or the right location was in place.

The right moment is shortly before customers feel the strain, when the busiest stores approach their picking limit and order data already shows a cluster one site could serve. With Talabat committing to greater store density in 2026, the best positions in each city are being claimed now, and because securing a site takes months, waiting too long has a real cost.

The chosen site must also clear the right approvals. Urban Fulfilment’s zoning and regulatory compliance work confirms that each property meets legal and planning requirements before a lease is signed, and its government and authorities service fast tracks permits, drawing on a team built in the UAE, for the UAE.

Where Urban Fulfilment fits in

Urban Fulfilment has already delivered a 20-store rollout for an international online marketplace and reports 32 locations across the UAE and Saudi Arabia, with strategic placement bringing delivery times down to around 7 minutes in its busiest zones. Businesses unsure of their readiness can start with one test: compare the average delivery time to their ten busiest areas with the 15-minute promise already on their customers’ screens. If that gap is widening, the case for a dark store has already been made, and Urban Fulfilment is ready to carry it from site search to daily operations.
